Authorities rescued two drivers whose cars became submerged less than half a mile apart from each other in San Antonio. One of the drivers sat atop his SUV amid rising water as rescuers, unable to reach him with ladders, prepared to deploy a boat. He was eventually able to clamber across an extended ladder to safety. The other driver was initially rescued from her car, then was swept away by water again when she tried to return to the vehicle for her keys.
